POLIFOLIO kick-off meeting

HOLISTIC participated in the kick-off meeting of the POLIFOLIO project, on the 31st of October 2018, in Athens, Greece.

POLIFOLIO (Crowdsourced Policy Portfolio Composition) intends to develop an innovative methodology, and the necessary IT open source infrastructure, for the facilitation of the ‘co-creation’ of interventions by all the stakeholders involved, using crowd-sourcing techniques, modelling / simulation of complex systems and open data sources.

The proposed methodology comprises three phases: Initially, the decision makers define Key Performance Indicators and the ‘action frameworks’ in a graphical modelling environment. Afterwards, the beneficiaries, with the help of the IT system, propose action combinations and are made aware of their potential effects. Finally, the decision-makers analyse the multiple action combination provided by the beneficiaries and compose, in a holistic manner, their policy portfolio.

The expected results are:

A) An innovative methodology for the design of policy and the optimization of the policy portfolio, based on crowdsourcing methods, policy and strategy modelling and simulation, assisted by System Dynamics techniques and through the discovery, collection and processing of Open Data for policy evaluation, Portfolio Management and Decision Support.

B) An integrated open source platform with two basic elements: 1) A flexible modelling environment allowing decision makers to model, in an effective and documented manner, strategies/ policies and their action frameworks, and 2) an easy-to-use ‘design canvas’ which can be operated by non-technical users for the development of action combinations.

C) A complete package of consulting services, flexible and adaptable to various customer types and needs in the public and private sectors. The service combinations which will be marketed will be determined based on the prescriptions of the proposed methodology, the characteristics of the software and the experience collected during the pilot applications.

D) Exploration of the underlying research fields and expansion of knowledge beyond the current state-of-the-art. The research activities will contribute, among others, in the fields of modelling, simulation and optimization, operations research and decision support systems, strategic analysis, human-computer interaction and software technologies, the use of Open Data, e-government and e-business. The results of the research activities will be published in academic conferences and journals.
